PROVINCIAL GOVERNMENT
Background
A provincial government ministry committed to reduce business registration licensing turnaround time to two business days. Refunds were promised if the time required exceeded two days.
The Challenge
In the existing system, a hardcopy of the license was sent using regular mail, which has a built-in delay. There were several other potential sources of delay, and only limited tools were available to monitor the licensing queue.
Along with the pressure of an extremely short two-month timeframe for the guaranteed delivery mechanism, the government also feared that a poorly functioning system could result in huge financial losses from all of the refunds.
The Solution
The Web-based licensing user interface was built using the VisionEngine, so VisionMAX incorporated additional VisionEngine modules that.
- Turn the system-generated Master Business License into a PDF file and send it by e-mail, eliminating any potential postal delay.
- Create reports to track queue status and number of requests in the system.
- Provide management reports on the number of records processed, turnaround time, number records processed late, and related metrics.
- Track the number and amount of refunds paid
The Results
The system won an Award of Excellence from the provincial government, the highest award of the Public Sector Quality Fair.
VisionEngine isolates the text of the existing screens rather than hard-coding the screens into the application. So, screen content updates are easily done without any of the usual complicated programming.
All key requirements were met, and the system was completed within the allotted two month interval despite constantly changing requirements. The system is performing as planned, and refunds are rare.
